Why low daily budgets hurt results (learning phase):

Meta's delivery works best when an ad set gets enough weekly conversions to learn who actually becomes a lead. With a very low budget, the system is starved of data, so it stays in the learning phase: delivery is jumpy, targeting is broad, and your CPL drifts higher.
